On Sunday I posted Steve Wilmeth's Regulation Without Representation along with some commentary by me. Making a similar point is the following video by the Center For Individual Freedom, addressing what they call Legislation Through Regulation. While they highlight Cap and Trade and Health Care Reform, the same principle applies to Salazar's Wild Lands program.
