A rancher has been charged for letting his cattle roam free in Rio Rancho. KOB Eyewitness News 4 found evidence of the cows left all over sidewalks, yards and parks in Rio Rancho last week. Bill King, son of former New Mexico Gov. Bruce King and owner of the King Ranch, faced a judge this week on two misdemeanor charges. King pleaded not guilty to both charges, saying the city did not interpret the law correctly. Under state law, it's the property owner's responsibility to keep livestock off their land.

We had the same thing happen in Carlsbad. with 6 4-H sheep who wondered from the county through open range to a back yard (the only green grass) who property line is the city limits. The judge fined them $60 per head for being a nuisance and not on a leash. Could not fined them for not being confined because the coral was in the county. Would not let me speak because I was not an attorney. I noted they sheep had a 4-H tattoo in the ear which under NM law is ownership. NMSU loan this brand to the youth not the parents. The citation was made out to the parents. They told me city ordinance hold the parents responsible if under 18.
