Federal lands ranchers have to renew their grazing permit every 10 years, and that renewal requires a full NEPA review of their allotment, including public comments. Yet these DC Deep Thinkers can change the time twice a year, and impact the entire Nation (Except for Arizona, God bless 'em) and there is no NEPA, no opportunity for the public to comment, etc. How come?
